趣旨： 近年、世界各国で新市街地の開発や既成市街地の再生に関わる計画を持続可能性の各視点から評価する取り組みがなされており、その中心的役割を果たす持続性評価ツールの開発・適用が盛んになっている。日本のCASBEE-街区や米国のLEED for Neighborhood Developmentもこうしたツールの1つである。人口減少・超高齢社会の日本の都市では、既成市街地の再生を通じて、その持続性を高めることが要請されており、その実現のためには、持続性の環境的側面のみならず、社会的側面や経済的側面も含めた総合的な持続性評価が必要である。本ワークショップでは、米国のLEED for Neighborhood Developmentの共同開発者であり、2007年以降、世界中の200を超えるLEED-ND認証のレビューを指揮してきたEliot Allen氏（コンサルタント会社Criterion Planners）をはじめ、この分野の実務家・研究者とともに、都市持続性評価ツールの実務と研究に関する最新情報を共有し、日本の既成市街地における都市持続性評価ツールの適用可能性について議論する。
Aim: In the recent years, sustainability assessment of plans for new urban development and urban regeneration is becoming important in many countries around the world, and the development and application of sustainability assessment tools including CASBEE for Urban Development in Japan and LEED for Neighborhood Development in the U.S. have been active. In Japanese cities with depopulating hyper-aging society, improving sustainability through the regeneration of existing urban area is called for. It is important here to focus not only on environmental aspect but also on economical and social aspects. This workshop aims to provide an opportunity to share the latest information on practice and research in urban sustainability tools and to discuss about the applicability of urban sustainability tools to the existing urban areas in Japan with practitioners and researchers of this field including Mr. Eliot Allen, a Portland, Oregon based planner and a co-creator of LEED for Neighborhood Development who has been directing certification reviews of over 200 LEED-ND neighborhoods worldwide.

Eliot Allen, AICP, LEED AP-ND
都市プランナー。米国オレゴン州ポートランドのコンサルタント会社Criterion Plannersを主宰し、持続性評価システムを専門とする。米国のLEED for Neighborhood Developmentの共同開発者及び認証レビューアー、EcoDistricts Protocol認証プログラムの設計者、American Planning Association Sustaining Places評価システムのコミュニティ・プラン・レビューアー、STAR Community評価システムのテクニカル・アドバイザー、Sustainable SITESの認定アドバイザー、世界の持続可能性評価ツールのレジストリTransformativeTools.orgの運営者及び指導者を務める。
Eliot Allen is an urban planner and principal of Criterion Planners of Portland Oregon in the U.S., where he specializes in sustainability appraisal systems. Eliot is a LEED for Neighborhood Development rating system co-creator and certification reviewer; the EcoDistricts Protocol certification program designer; a community plan certification reviewer for the American Planning Association Sustaining Places rating system; an on-call technical adviser for the STAR Community rating system; a professional accreditation adviser for the Sustainable SITES rating system; and curator and instructor at TransformativeTools.org, a global registry of urban sustainability appraisal tools.
